In order to address issues of international culture and scholarly dialogue, to create opportunities for cooperation with foreign universities and make Tunghai an international institute, the Office of International Education and Programs (OIEP) was established on May 26, 1986. This was the first program of its kind in central Taiwan. By the 2006 school year, the office had set up programs with more than 90 universities around the world. To advance the cause of international scholarly exchange, the office encourages students to study abroad and expose themselves to the latest advances in learning and to elevate the level of their scholarship.

Tunghai, in encouraging students to develop an international perspective, has begun to accept transfer credits from schools abroad, offers classes taught in English, provides international study programs, and has recommended students to sister universities abroad to pursue dual degrees. In addition, OIEP continues to invite guests and scholars from abroad to visit the University, give lectures, and engage in research projects, so more industrial internships can be available for students. In order to reach into the arena of international academic field, the OIEP has provided opportunities for faculty and students to participate in the international education activities.

Moreover, Tunghai always welcomes overseas Chinese and foreign students, in fact, an office was set up specifically to serve these exchange students. The Chinese Language Center is in charge of foreign students who are studying in short-term Mandarin programs. Most of the overseas Chinese are from Malaysia, America, Indonesia, Hong Kong, Macao, and many other countries. With a wide spectrum of cultural variety, it brings an exotic atmosphere to the Tunghai campus. |

There are scholarships offered by the Ministry of Education and Tunghai University for foreign students who are interested in the undergraduate programs. Foreign students can receive assistance from the International Buddy Program and the Global Student Club.

In order to assist these overseas Chinese students to fit in the society and school, the Overseas Chinese Studentˇ¦s Office helps students in choosing courses and handling visas, resident certificates and bank problems. There are many types of scholarships and interest free bank loans available. The Alumni Office always keeps contact with overseas Chinese students who have graduated and returned to their country. After returning home, there will be inter-university research projects proposed by the overseas alumni or Tunghai to work towards a long-term cooperative relationship.
